Bulgaristan'ın yasama organı olan Ulusal Meclis, nispi temsil sistemiyle evrensel yetişkin seçmen kitlesi tarafından dört yıllık bir görev süresi için seçilen 240 üyeden oluşur. Başkent Sofya'da bulunan Ulusal Meclis, Anayasa ve genel yetki yasaları tarafından kanuni önlem ve kararları geçirme, bildirgeleri kabul etme, vb. yetkileriyle donatılmıştır. Ulusal Meclis kabineyi kurmakla görevli başbakanı dört yıllık bir dönem için seçer. Başbakan Ulusal Meclis'e kabinede değişiklik yapılmasını teklif edebilir.
